Assuming it's right that ManU are allowed to cut the away allocation because they can't segregate 15%/85%, why aren't they compelled to give the away side more rather than fewer seats? It's their ground, and they're responsible for its layout.
West Ham didn't design Old Trafford, so why should West Ham pay for its deficiencies?

Absolutely right about them having special dispensation and less than 15%.
I expect they didn't push it against Boro because they'd sell more tickets that way, which won't be a problem against us.
